I saw no roll on accessible vehicles at the port, but foldable and mobility devices that quickly disassemble could be transported from the pier to outside the port with the shuttle buses.
If you where able to manage the shuttle bus and get out of the port, then for the most part very good accessibility in the town, the port entrance is just across the street near the center of town.
We did not take any tours at this location just wondered around town.
Lots of shops but being a Sunday not everything was open. Some areas closer to the port entrance wanted only US $ and not the local Chile currency. A couple of blocks further and they wanted only the local Chile currency and no US$. There was an money exchange location there.
There was a church there that it was not apparent if and where an accessible entrance was so just my wife took a look inside.
But I managed to this picture of the vintage car that came by while she was inside the church.
